Job Title: Project Control Manager I
Manage and provide training to project control groups in the areas of engineering and construction scheduling, procurement, materials management, cost control and project accounting.
Coordinate with DM & PM to assign appropriate resources to projects that are awarded.
Oversee and develop systems for progress reporting, developing design and construction project budgets, managing subcontractors, change orders, managing and reporting on budgetary performance of projects, preparing alternative budget projection scenarios and project invoicing procedures.
Review, develop and provide QA/QC for project reports, both internal and external.
Provide business development support, review Requests for Proposal and contribute to project controls content of the work plan, budget and schedule.
Coordinate and lead project control teams and processes on projects.
Coordinate with Engineers, clients, contractors, and subcontractors to identify scope of construction project.
Review project work plan, construction drawings in AutoCAD, technical specifications and OSHA safety standards to prepare project cost estimates utilizing Excel and develop preliminary engineering, procurement and construction schedules in Primavera P6 using Critical Path Method (CPM), Project Evaluation and Review Technique (PERT) and Tilos Linear Scheduling Tool.
Develop Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS) for use in developing the cost estimate and project schedule.
Adjust and finalize cost estimate and schedule.
Implement cost monitoring, review costs in Oracle ERP and develop reporting systems and procedures using Primavera Contract Manager, Microsoft Word, Excel, PowerPoint, Outlook and Visio software.
Develop and maintain project cash flows in Primavera P6, Microsoft Project and Excel.
Monitor planned, earned, and actual costs through Earned Value Analysis using Cost Variance, Schedule Variance, Cost Performance Index, and Schedule Performance Index.
Analyze project labor trend and forecast using Estimate to Complete (ETC) and Estimate at Completion (EAC).
Review and respond to Requests for Information (RFI) in SharePoint and Primavera Contract Manager.
Review change orders to assess impact of scope changes on project cost and schedule.
Review construction contracts to track change management as part of Change Order Management process.
Develop relationships with Project Managers, Departments and Business Units to utilize Project Control tools and processes to maximize project success.
Attend weekly and monthly project status meetings to update costs and schedule.
Education Required: Bachelor’s degree in Construction Management or closely related field.
Employer will accept a Master's Degree in Construction Management or closely related field and 1 year experience as a Cost Estimator, Construction Manager or closely related occupation.
Experience Required: 3 years experience as Cost Estimator, Construction Manager, or closely related occupation.
Certifications/Registrations Required: AACE International Certified Cost Consultant (CCC), Certified Cost Professional (CCP), Certified Estimating Professional (CEP), Earned Value Professional (EVP), or Planning & Scheduling Professional (PSP), or having a Professional Engineer Certification (PE), or a Project Management Professional Certification (PMP) through Project Management Institute (PMI).
Demonstrable knowledge of and prior experience inpreparing project cost estimates and schedules byreviewingproject work plan, construction drawings and technical specifications.
Demonstrable knowledge of and prior experience usingOracle ERP, Primavera P6, Primavera Contract Manager, Microsoft Project, Tilos Linear Scheduling, Microsoft Word, Excel, PowerPoint, Outlook, Visiosoftware.
Demonstrable knowledge of and prior experience in developing CBS and WBS.
Demonstrableknowledge of and prior experience inusingCPM and PERT in Primavera P6 and Microsoft Project and linear scheduling tools.
Demonstrableknowledge of and prior experience in performingEarned Value Analysis, using Cost Variance, Schedule Variance, Cost Performance Index, and Schedule Performance Index to monitor planned, earned, and actual costs.
Demonstrable knowledge of and prior experience in forecasting ETC and EAC costs.
Demonstrable knowledge of and prior experience inreviewing construction contracts to track change management.
Travel Requirements: Travel domestically up to 5 days per month.
Work Hours: Full time, 40 hours/week. Monday-Friday 8:00 a.m. - 5:00 pm.
