Job Summary of Roles and Responsibilities

POWER Engineers is seeking an entry-level Procurement Expeditor for our Power Delivery Project Services Group in our Boise, ID office. The Procurement Expeditor is responsible for purchasing equipment, materials, and services through the review of approved material requirements and specifications, assisting with the creation of competitive bids, evaluating proposals, and negotiations with vendors/service providers. Responsibilities for this position include, but may not be limited to:

  • Work with teams to develop business and commercial requirements, specifications, supply chain objectives, sourcing criteria, market and supplier evaluations, proposal evaluation criteria and models, and purchase recommendations for materials and services

  • Assist the Procurement Specialist with conducting competitive bids which results in purchasing of materials or services from the best evaluated supplier derived from the bid evaluation

  • Assist in the negotiation of commercial terms and conditions for capital projects, services, purchases, and related contracts under general supervision

  • Purchase low to medium value and risk goods and services

  • Assist in maintenance and development of procurement reports, both internal and external

  • Develop, prepare, issue and maintain vendor lists, sourcing strategies, terms and conditions, bilateral agreements, RFP's (Requests for Proposals), proposal evaluation criteria, supplier proposals, and purchase/service orders

  • Meet key performance metrics such as time to market, time to order, and cost savings

  • Develop process driven practices and improvements ensuring evaluation of entire process from acquisition to disposal

Required Education/Experience

  • Bachelor's degree in Supply Chain Management, Business or a related field; or the equivalent combination of education and experience

  • Ability to lead problem resolution sessions with internal customers and suppliers

  • Assessment skills including the ability to review and evaluate proposals

  • Ability to negotiate with vendors/service providers including the ability to develop strategies and tactics, and influence decisions

  • Excellent interpersonal skills including the ability to work with all levels of an organization; ability to work as a member of a team

  • Proficient with the use of personal computers and Microsoft Office Suite

  • Ability to maintain complex records and files in Oracle, and hard copy

  • Exceptional communication skills (oral and written)

Desired Education/Experience

  • Knowledge of electric utility structure, policies, procedures, rules and regulations

  • Knowledge of POWER and organizational policies, procedures, and practices as well as equipment, materials and services purchased, and local, state, federal laws and regulations

  • Understanding of SOX Compliance, the Uniform Commercial Code and contract law and how they relate to Procurement Services
