Environmental Scientist / Stormwater Specialist

POWER Engineers, Inc. is seeking an Environmental Scientist/Stormwater Specialist with experience in National Pollutant Discharge Elimination System (NPDES) stormwater permitting on construction and industrial projects. This position will be based in our Austin, TX office.

They will prepare Stormwater Pollution Prevention Plans (SWPPPs) in compliance with federal, state, and/or local regulations and communicate with the project team regarding applicable constraints associated with relevant stormwater rules and regulations. Additional responsibilities could include:

  • Identify comprehensive environmental compliance needs throughout project duration with a focus on NPDES and water issues.

  • Complete pre-construction surveys within the project right-of-way and surrounding areas.

  • Maintain documentation relative to the SWPPP and/or other environmental permits.

  • Read and understand diverse permits and authorizations in order to effectively integrate them into planning documents and communicate concepts for execution, as required.

  • Prepare and/or update internal SWPPP narrative template documents for industrial and construction sites based on requirements from General Permits.

  • Understand protection of sensitive resources and areas of concern as part of the NPDES process.

  • Identify and document potential environmental concerns/non-compliances and report concerns.

  • Serve as a technical resource to explain the construction and industrial stormwater environmental regulations and how they are applied to specific situations.

  • Cross-train as needed into other technical service areas as needed, such as Spill Prevention, Control, and Countermeasure (SPCC) compliance.

Required Education/Experience:

  • BS in Environmental Science or related field

  • Certified Professional in Erosion and Sediment Control (CPESC) preferred; Certified Erosion and Sedimentation Stormwater Inspector (CESSWI) or Construction Inspector for Sediment and Erosion Controls (CISEC) certification is required

  • Five (5) to eight (8) years of professional experience conducting stormwater BMP inspections, writing SWPPPs, and/or performing other related environmental compliance tasks

  • Familiarity with permitting and inspections under state-implemented National Pollutant Discharge Elimination System Programs for construction and industrial stormwater. Experience in multiple states is preferred

  • Ability to utilize computer software such as Google Earth, Microsoft products to include Word and Excel, Adobe Acrobat, and smartphone applications

  • Valid driver’s license with a satisfactory driving record

  • HAZWOPER 40hr.

  • CISEC or CESSWI Stormwater Certification

  • CPESC Certification (preferred)

  • OSHA 10HR

  • Other environmental consulting or compliance experience such as industrial multi-media environmental compliance
